I made a pay-at-the-hotel booking through a travel agency. I want to pay by credit card but the hotel refuses. Would a complaint succeed?

If your contract or voucher says nothing about being able to pay by credit card — no. Under the regulation, where the agency makes the booking but payment is made directly by the customer, the hotelier is free to accept or refuse credit cards.
